MANILA, Philippines — Manila police on Thursday, June 25, arrested a suspected serial kidnapper and rapist said to be targeting unattended minors.

According to the Manila Police DIstrict, the suspect’s modus operandi involves luring young children with promises of food or telling them that their relatives had sent him for them.
